Evaluation of Oakland's Measure Y Initiative
Measure Y is the Violence Prevention and Public Safety Act of 2004, a City of Oakland voter approved initiative. The ordinance imposes an additional parcel tax and parking taxes, the proceeds of which are deposited in a special fund limited to the following uses:
1. Community and Neighborhood Policing
2. Violence Prevention Services for Youth and Children
3. Fire and Emergency Services
4. Program Evaluation
BPA, in partnership with the RAND Corporation and Leapfrog Consulting, will conduct the evaluation of the implementation of Measure Y. BPA is the prime contractor leading the violence prevention services to youth and children evaluation component. Under subcontract to BPA, RAND will lead the policing component, and Leapfrog Consulting will contribute its graphic facilitation techniques to project activities.
