Consultation on Design of Study of Financial Exploitation of Elders
BPA helped the U.S. Department of Health and Human Services' Administration on Aging (AoA) design a national study about Financial Exploitation of Elders. The work was conducted in partnership with a wide range of federal agencies with different concerns and perspectives about this important issue. BPA collected the work already being done in this field to get a clearer picture of the highest priorities for research and then facilitated a consensus-building process among the participating federal agencies to clarify a working definition of "financial exploitation," identified the key components of a study design, and prepared a Statement of Work that could be used as part of an RFP process to solicit a contractor to conduct the research. AoA prepared a report to Congress with recommendations for research priorities based on this design work, and pending availability of funds, hopes to fund a significant research project in the future.
