Evaluation of the California Long-Term Care Innovation Grants

Early in 2001, the California Department of Aging awarded $14.25 million in funding for 28 Long-Term Care Innovation Grants, as part of the Governor's Aging With Dignity Initiative. The aim of these grants was to help adults with functional impairments to avoid nursing home placement and continue to live independently at home. The Department targeted three areas including partnership building and planning, innovative coordination and collaborative partnership, and access for special populations.

BPA participated in the evaluation of these grants, partnering with The Newpoint Group. The evaluation assessed whether the projects were successful in improving the long-term care system in several ways:
- by helping adults with functional impairments remain in their own homes with a good quality of life,
- by providing greater accessibility of long-term care services,
- by soliciting information on consumer needs, and
- by implementing replicable strategies for providing long-term care services.

The evaluation also examined whether the grants were a good source of general fund dollars, and whether the projects followed through in securing other sources of funding to sustain their programs beyond the grant period.
