Impacts of Non-Monetary Eligibility Requirements on Unemployment Insurance (UI) Claimants and Program Performance
Berkeley Policy Associates partnered with the Lewin Group and Johns Hopkins University to conduct a study of the effects of non-monetary eligibility policies of state Unemployment Insurance programs on the rate of receipt of UI benefits by claimants. Recent research indicates that increasingly tight UI eligibility standards have been instrumental in recent declines in UI recipiency among the unemployed. This study investigated how particular non-monetary eligibility policies and practices in several states affect program outcomes, including the recipiency rate and claimant reemployment rates.
