Secondary Worker Outreach
This Task Order contract included two components: 1) an evaluation of the Secondary Worker program; and 2) preparation of outreach materials for the Workforce Investment Act Dislocated Worker program. The first contract component was an evaluation to gather information on the implementation of the Secondary Worker program. This process evaluation focused on the actual operation of the program -- the administrative location, outreach and certification process, benefits and services provided to secondary workers, and the mechanisms through which clients are served. BPA identified and described variation across and within states in the administration of the program. The study also identified best practices and effective strategies for both funding and providing services to the secondary worker population, and explored the extent to which parity between the primary and the secondary worker programs is being achieved in actual implementation.
BPA partnered with Price Daniels Communications to assist in the preparation of outreach materials for several WIA Dislocated Worker programs, including Secondary Workers, Trade Act programs, and Dislocated Workers. Products of this partnership included a public awareness plan; prototype posters, brochures, handbooks, training curricula, CD-ROMs, and other materials; and a plan for disseminating the outreach materials.
