Evaluation of the Contextual Learning Demonstration Projects

This cluster evaluation, funded by the U.S. Department of Labor, assessed the effectiveness of innovative teaching strategies in reducing the time required for dislocated workers with low basic skills to develop the skills necessary to obtain quality jobs with long-term growth potential. BPA evaluated seven demonstration sites funded by the U.S. Department of Labor that are providing vocational training to participants with limited English proficiency. The evaluation involved both quantitative and qualitative analysis. Evaluation activities included site visits and the collection of outcome and customer satisfaction data from program participants. BPA provided the sites with technical assistance with the selection of evaluation tools and computerized database structures to ensure that the programs collect necessary and instructive data without placing an undue burden on the grantee agencies. In addition, BPA examined the design and implementation of the contextual learning projects at each site and synthesized the information gathered across the sites in order to identify promising approaches and strategies that result in the best outcomes for clients.
