Evaluation of the HIRE UP Program of the Larkin Street Youth Services

BPA was selected by the Larkin Street Youth Services (LSYS) of San Francisco to conduct a two-year evaluation of HIRE UP, an employment and education program of LSYC. This program was initiated in 1999 with funding from the James Irvine Foundation to become an integral component of LSYS's comprehensive service system for homeless and runaway youth. Major purposes of the evaluation were to document the HIRE UP model, its multiple service components, and its integration with other services at LSYS; and to identify effective practices that may be disseminated throughout the youth services field. Evaluation activities included interviewing LSYS staff, clients, employers, and mentors; design and analysis of client surveys and self-assessments; consultation on design of program performance indicators; and observations of selected program activities.
