Evaluation of the Los Angeles County Health Care Worker Retraining Demonstration

BPA evaluated the implementation of a $1.2 million planning grant in Los Angeles County, California funded by the Department of Labor. The grant addressed anticipated changes in the health care industry potentially affecting 22,000 county health care workers. Planning grant activities included studying the workforce requirements of the health care industry in L.A. County, analyzing resources available to help workers adjust to these changes, and identifying how the workforce development system should respond to best meet the needs of these workers.
The evaluation documented the implementation of the planning grant, and identified lessons for the larger workforce development system's efforts to deal with health care restructuring in public agencies. On a regular basis, BPA staff conducted interviews with L.A. County staff at all levels, and attended project Steering Committee meetings. This project built on BPA's previous Evaluation of the Health Care Workers Retraining Demonstrations.
