In response to a policy initiative to make the health care system more accountable to consumers and to enhance the consumer's role in the health care marketplace, this report summarizes how people with disabilities, particularly those with physical impairments, choose among different health care plans. Describes the public policy issues addressed by this project and policy research implications of the project.
