Pacific Disability and Business Technical Assistance Center (DBTAC)
BPA received a grant from the National Institute on Disability and Rehabilitation Research (NIDRR) to develop and operate the Pacific Disability and Business Technical Assistance Center (DBTAC). The purpose of the Center was to provide education and technical assistance to the business community, service professionals, and the disability community about their responsibilities and rights under the Americans with Disabilities Act (ADA). The goal of the Center was to build a strong team in Region IX (California, Arizona, Nevada, Hawaii, and the Pacific Basin) consisting of this area's most knowledgeable individuals and organizations. The team's purpose was to work toward full and meaningful implementation of the ADA, with primary emphasis on building relationships of trust and partnership between the disability and business communities.
Among the objectives of the Pacific Center were creating widespread awareness among employers, operators of public accommodations, persons with disabilities and their families, and members of the general public about the rights that the ADA guarantees and the responsibilities that it confers. The Center used multi-media outreach and dissemination techniques, public service announcements, comprehensive mailings, quarterly newsletters, and other publications. The Center also trained the business community, government, non-profit organizations, and individuals with disabilities, giving them the knowledge they need to make significant progress toward implementing the ADA and assisting them in obtaining detailed assistance when they need it. The training schedule included regional conferences, state-level workshops, and local presentations.
The Center conducted community outreach, disseminated region-wide newsletters and materials, provided problem-solving assistance and referrals for implementing the ADA, coordinated the provision of on-site technical assistance, maintained a technical assistance library, and provided a technical assistance hotline for members of the business community, government and community service agencies and individuals with disabilities.
