This study examined the extent to which training economically disadvantaged workers for better jobs at higher pay is possible within the JTPA system. Findings were used to provide legislative and policy recommendations for ETA.

Examined the extent to which training economically disadvantaged workers for better jobs at higher pay is possible within the JTPA system. Conceptualizes factors that influence the quality of training. Findings were used to provide legislative and policy recommendations for the US DOL Employment and Training Administration, as well as recommendations for improving practices at the state and local levels.
