Dwayne A. Banks, Ph.D., President and CEO

Dwayne Banks has been a professional health economist for more than 20 years. He has extensive experience in applying advanced economic analysis to both domestic and international health systems. He held the position of Project Director of a major health care reform effort in Jordan and for more than eight years led in developing that country’s system of national health accounts, health insurance reform, rational drug use policies, hospital managerial reform and hospital accreditation standards. He designed and implemented the Obstetrics Patient Information System (OPIS), an electronic medical records system in the Arabic language, and has implemented several health related surveys. Dwayne held the position of Assistant Professor of Public Policy at the University of California at Berkeley, from 1991 to 1998. In 1995 he was awarded the prestigious Atlantic Fellowship in Public Policy, by the British government. Prior to joining BPA, Dwayne held the position of Dean of the School of Business Administration at the American University in Dubai. He received his Ph.D. in economics from the University of California at Berkeley, and B.S. and B.A. degrees in chemistry and economics, respectively, from the University of California at Irvine.
