Design and Analysis Services

BPA's Design and Analysis services include:

  • Process studies. BPA is on the cutting edge when it comes to conducting process studies to examine program implementation and assess the effects of different program design and environmental factors on implementation, and the effects of service process on program outcomes. Combining site visits, on-site observations, in-depth interviews, surveys, focus groups, and review of program documents and data, we provide our clients with solid information for understanding the implementation and operation of a wide range of social service programs.
     
  • Impact evaluations. We are expert at conducting studies to measure the impact of social policies and programs. We employ a broad range of statistical techniques and data collection methods to produce valid and reliable estimates of the effects of policies and programs.
     
  • Large-scale multi-year program evaluations. BPA is nationally recognized for conducting comprehensive multi-year evaluations of large, complex social programs. In these studies, we analyze both program implementation and program impacts. BPA staff have extensive expertise in combining multiple databases (including administrative data, survey data, and program participation data) and using advanced statistical methods to analyze and report trends over time concerning multiple related outcomes from different data sources.
     
  • Needs assessments. We conduct surveys, focus groups, mapping exercises, and analyses of population statistics and aggregate regional and national data to identify service needs, determine the magnitude of need across a community or population, and forecast use of various types of assistance. BPA is recognized for its development of transferable and easy-to-use tools for assessing community needs for child care and other public services.
     
  • Management studies. BPA has extensive experience designing and conducting management studies to assist or improve program development, implementation, and administration, including assisting programs to put systems of performance measurement in place for ongoing assessment of program quality and outcomes. We also are skilled at conducting studies to identify innovative and successful approaches and best practices that may be adapted by other programs.
     
  • Technical assistance. BPA's technical assistance efforts include workshops, presentations, trainings, conferences, and consultation on program design and strategic planning. We are particularly accomplished at providing community-based organizations and local government agencies with data-gathering tools, database structures, and other research aids that can help them easily obtain the research information they need themselves.
